The Tan Trao Industrial Park (Phase 1) received investment approval in Decision No. 1799/QD-UBND dated June 11, 2025, and the 1/2000 scale zoning plan was approved in Decision No. 1538/QD-UBND dated May 20, 2025, of the People’s Committee of Hai Phong City. This is a key project, contributing to the realization of the Prime Minister’s decision on the establishment of the Southern Hai Phong Coastal Economic Zone.
The project implementation schedule is 5 years, from Q2/2025 to the end of Q2/2030:
- From Q2/2025 to Q1/2026: Implement legal procedures and investment preparation procedures. During this period, land clearance work will be carried out from now until the end of 2025.
- From Q1/2026 to Q2/2030 will be the construction phase for the industrial park’s infrastructure, gradually bringing it into operation.
I. Overview of Tan Trao Industrial Park
With a total investment of over 4,059 billion VND, the Tan Trao Industrial Park Phase 1 has a planning research area of 252.1 hectares, including nearly 226.79 hectares of industrial park area located within the left dike of the Van Uc River, with the remainder located outside the left dike of the Van Uc River.
Among them, the first secondary investment project in Tan Trao Industrial Park is the Hai Phong LNG power plant, covering an area of over 98.5 hectares with a total investment of over 178,000 billion VND, a designed capacity of 4,800 MW; phase 1 investment is 1,600 MW.

On the afternoon of September 26, 2025, the groundbreaking ceremony for the Tan Trao Industrial Park infrastructure development project (phase 1) and the Hai Phong LNG Thermal Power Plant project took place in Kien Hung commune, Hai Phong city.

II. Geographical Location of Tan Trao Industrial Park
Tan Trao Industrial Park Phase 1 is located within the Southern Hai Phong Coastal Economic Zone, enjoying favorable connectivity to seaports, airports, roads, and railways, creating a foundation for the development of supporting services, supply chains, and easily attracting high-quality human resources.

Boundary
- To the North: Bordering agricultural land in Tan Trao commune; Tan Trao industrial cluster and existing residential areas in Da Ngu hamlet, Tan Trao commune; bordering the road connecting Provincial Road 354 to the coastal road.
- South: Bordered by the Van Uc River and agricultural land along the riverbanks.
- To the west: Bordered by the Dong Thao canal and agricultural land.
- East: Bordering agricultural land and the existing residential area of Da Ngu village, Tan Trao commune.
III. Infrastructure of Tan Trao Industrial Park
The land use structure of Tan Trao Industrial Park is scientifically calculated, with 156.75 hectares allocated for industrial production and warehousing, accounting for over 69% of the total area. In addition, public service areas, technical infrastructure, green buffer zones, and transportation land occupy the majority of the remaining area, ensuring sustainable development and harmony between production and the living environment.

V. Businesses operating in Tan Trao Industrial Park
The first secondary project in Tan Trao Industrial Park is the Hai Phong LNG Thermal Power Plant, which will be the largest thermal power plant in Vietnam in the future – according to the Government’s Power Development Plan VIII – and will be among the world’s leading LNG power plants. This project was granted an Investment Registration Certificate on June 23, 2025, with a designed capacity of up to 4,800 MW, equivalent to double the capacity of the Hoa Binh Hydropower Plant.

With a total investment of over 178,000 billion VND, the Hai Phong LNG Thermal Power Plant covers an area of over 98.5 hectares and is being developed on land plots A2-CN1, A4-CN1, A5-CN1, A6-CN1, and A7-CN1 in Tan Trai Industrial Park. The plant will be constructed over 5 years and is expected to be operational by the end of 2030. Once operational, the plant will supply approximately 9.6 billion kWh/year (phase 1) and 19.2 billion kWh/year (phase 2), meeting the electricity needs of the entire Tan Trai Industrial Park while also providing a significant power source for the national grid, contributing to electricity system regulation and reducing dependence on traditional energy sources. With a designed capacity of 4,800 MW (Phase 1: 1,600 MW; Phase 2: 3,200 MW), the plant is expected to be the largest thermal power plant in Vietnam according to the Government’s Power Development Plan VIII, and will also be among the world’s leading LNG power plants.
Electricity generated from LNG has a significant environmental advantage as it produces virtually no SO₂ emissions, no dust, and low levels of NOx compared to electricity from fossil fuels such as coal and oil. Therefore, this is not just a simple liquefied natural gas (LNG) power plant, but also plays a crucial role as a center for ensuring sustainable strategic energy security, pioneering the promotion of green transformation and green growth to serve the industrial development needs of Hai Phong and the Northern region.
